Germany's Justice System leaves scorched Earth and Death

No judge shall dare to hear a matter which is not contai-
ned in the laws, but the city count or the judge himself,
or through his assistants,shall ensure that both parts are
submitted to the prince's consideration, so that the matter
may be resolved all the more easily,and by virtue of royal
power, it may be ensured that the matter which has arisen
is incorporated into the laws.
