Juvenile homelessness and delinquency are considered negative social and security phenomena facing modern societies. All countries are keen to provide the necessary care and rehabilitation for homeless juvenile delinquents, so that they can integrate into their communities and become good citizens and productive members, rather than a burden on their families and society. The vast majority of countries have issued laws that guarantee the care, protection, and rehabilitation of homeless and delinquent juveniles, and have established correctional institutions that provide them with appropriate care, education, reform, and rehabilitation programs.
